Project Accountant Position

This position assures that project activities, program managers and the field office link to the TCF Finance team and are accurately reflected in organizational financials. The Project Accountant provides managerial leadership, operational support and serves as a subject matter expert in financial management and compliance monitoring of grants and contracts for non-profit program centers. The Project Accountant provides reporting and operating functions including accurate bookkeeping, accounting and billing processes throughout project life-cycles to ensure that projects are completed on-time and within budget. This position also provide support to the Program Director regarding complex financial and compliance issues and provides advice on strategic direction.

Essential Functions:

  • Preparation of financial and management reporting for projects and roll-up of financial information on multiple projects for administered programs,
  • Coordination and reconciliation of integrated software systems and information
  • Verifies that project financial commitments are consistent with organizational, donor and funder financial policies and procedures
  • Works with outside auditors and supports the annual A-133 Audit
  • Ensure cost management records of budgets, expenditures, forecasts and cash position are maintained for multiple projects
  • Streamline time and expense management
  • Works with project managers to develop cost budgets for proposals, monitor project and task progress, and prepare reports for donors and funders
  • Prepare and provide regular project cost reports to project managers including forecast-final-cost and cash flow requirements
  • Works with TCF Finance team to prepare detailed budget progress reports, variance reports, and cash flow reports
  • Oversight and assistance with sub-award/subcontract administration activities, drafting agreements, and ensuring adherence to deliverable deadlines
  • Preparation of check requests, invoices, wire requests and other transactional correspondence to funders
  • Bookkeeping for field office imprest, project and petty cash accounts, other restricted bank accounts and revolving loan funds.
  • Identifies and communicates opportunities for change to improve performance and create operational and accounting efficiencies, assists move to digital work processes and records

Requirements:

  • Bachelor's Degree with emphasis in business, finance, or accounting
  • Experience with fund accounting and common financial software packages
  • Strong spreadsheet, word processing and database skills
  • Strong analytic and problem solving skills
  • Strong communication and presentation skills
  • Excellent oral and written communication skills

Highly Desired:

  • Non-profit experience
  • Federal grant and contract compliance experience
  • CPA/CMA certified or CPA/CMA eligible candidate
  • Experience with non-profit accounting, bookkeeping and microfinance software packages
  • Masters degree in Business Administration, Finance or Accounting earned or in progress

The successful candidate will be well organized, highly motivated and comfortable working independently.  Experience working in a regional or decentralized structure is valuable. Previous supervisory experience a plus. Occasional travel from Shepherdstown to headquarters in Arlington, VA and other locations is required.
